B96 is a code, not a licence category of its own. In a single day you complete 2.5 hours of theory, 3.5 hours of practice and a 1-hour final exercise. After that you're allowed to drive a car with a trailer up to 4.25 t total weight. No test.
There is no theory or practical test. With the certificate of participation you go to the licensing authority, where B96 is entered in your licence as code 96.

If your tow vehicle and caravan together stay under 4.25 t total weight: yes. That covers most compact caravan rigs. For larger caravans or motorhomes you need BE or C1E.

Sure. B96 is simply superseded by BE. The 5 mandatory BE drives plus a practical test are required, and B96 doesn't count as prior experience. If you suspect you'll want to tow bigger trailers eventually, start straight with BE.
