Whether you can simply convert your licence or need to take a test depends mainly on the country that issued it. We'll look at your case together.
Driving licences from the EU or the EEA remain valid in Germany. As a rule, they can be converted without a new theory or practical test.
For licences from non-EU countries, the issuing country decides. Some countries are recognised under Anlage 11 (Annex 11) of the Fahrerlaubnis-Verordnung, the German driving licence regulation, in which case the test is fully or partly waived. For others, a theory and/or practical test is required.

Whether and which test is required is set by Anlage 11 of the German Driving Licence Ordinance (FeV) and decided by the Führerscheinstelle at the Landratsamt Tübingen.
