Two paths

Not every licence is treated the same way.

Whether you can simply convert your licence or need to take a test depends mainly on the country that issued it. We'll look at your case together.

EU / EEA

Usually no new test

Driving licences from the EU or the EEA remain valid in Germany. As a rule, they can be converted without a new theory or practical test.

Other countries

Depends on the country

For licences from non-EU countries, the issuing country decides. Some countries are recognised under Anlage 11 (Annex 11) of the Fahrerlaubnis-Verordnung, the German driving licence regulation, in which case the test is fully or partly waived. For others, a theory and/or practical test is required.

NOTE

What applies in your case is ultimately decided by the Führerscheinstelle, the driving licence office at the Landratsamt Tübingen (Tübingen district office). We'll tell you upfront, honestly, what to expect, and prepare you for a possible test.

Usually not for licences from the EU or the EEA. For other countries, it depends on the issuing country. We'll clarify this for your specific case.

A licence from a non-EU country usually only entitles you to drive for six months after registering your residence in Germany. After that, you need the conversion. Start early so you're not left without a valid licence.

Whether and which test is required is set by Anlage 11 of the German Driving Licence Ordinance (FeV) and decided by the Führerscheinstelle at the Landratsamt Tübingen. Licences from the EU or EEA stay valid in Germany and do not strictly need to be converted. A licence from a non-EU country, however, usually only lets you drive for six months after you register your residence, after that, conversion is required.
