No. Pedelecs up to 25 km/h are legally bicycles, so you need neither a certificate nor insurance. Only from S-pedelec (up to 45 km/h) do you need a Category AM licence. A Mofa certificate is no longer enough for that.
Mofa is a test certificate, not a licence category. It permits vehicles up to 25 km/h. AM is a proper licence category for up to 45 km/h. Mofa is cheaper and simpler, but covers less.
Yes, any time. The Mofa theory is credited in some modules, so you save a few theory lessons compared with AM/A1. Categories still need to be tested separately.
